The U.C.C.R. has a history spanning long before it's own establishment. Originally being the planned name of a union of states headed by the Pyrrhian Collectivist Council Republic, the project was abandoned following the outbreak of the First Great Alathran War and the subsequent fall of the Pyrrhian Collectivist Council Republic. Following the establishment of the High Kingdom of Ceiltea, socio-economic pressures eventually led to the Folksocialist January Revolution which freed the imprisoned High King and former Pyrrhian General Secretary, Melevor. After the successful completion of the Revolution across both Ceiltea and the occupied Lordship of Yangtzeguo a provisional government was established and eventually a basis of government was formed with the release of Melevor's '''Collectivist Charter'''.
