The Kingdom of North Moria is a Nation located in the central and northern parts of the continent of Moria. The nation was created after the former nations of Tiirta Äävot Jat and the [[Irithil|Kingdom of Irithil] merged on the Common Alathran Date (CAD) of August 22nd, 2022. The nation isn't very population dense, but still manages to stay independent through its political stance of neutrality and isolation. Although not boasting the strongest army or ground forces, the Kingdom of North Moria maintains a large fleet of ships and dominion over the high seas of Alathra

History

Foundations

The Kingdom of North Moria was founded relatively recently within Alathran history from the mutual integration of the nations of Tiirta Äävot Jat and the Kingdom of Irithil upon the continent of Moria. The two leaders of their respective nations, Brumur Hammercoat and Lixionit V, agreed that this merge was best for both the future of the continent and the peoples who resided therein. Thus, upon CAD August 22nd, 2022, the Kingdom of North Moria was born to mixed global reactions. The Kingdom was founded with Irithil as its capital and Lixionit V the King. Hammercoat was named Lord Admiral and the house of nobles as well as the house of commons were created, establishing the government that would rule over the nation in its early years.

The Kingdom of Lothric

Early into the Kingdom of North Moria's inception it would be presented with a particularly grave matter, that of the insurrection of the former Republic of Lydoneia and its subsequent reclaim by Lothric Wulfgar, self-proclaimed king of the new Kingdom of Lothric. Having long had ties to the Republic of Lydoneia and its peoples and especially its government, the Kingdom of North Moria, after a near unanimous vote, decided to formally denounce the newly founded insurrectionist government and immediately set to blockading the port of Fort Roberts, one of Lothric's few ports within its new territory. Although the situation would soon be resolved with the seeming disappearance of Lothric, and no battles having been fought, the Kingdom of North Moria had backed out of the war earlier, after a deal was struck for the release of Serenity of Siera Nevada and Ruby of Haven.

Disappearance of the King

After having lost his father's corpse and the mask of the Lixionit's to a storm whilst they were in transit to Starlix Brewing in Ashina, Lixionit would venture forth months later in search of the ship and lost treasures of the aforementioned expedition, becoming lost himself in the process. Finding the nation missing a key government figure, Lord Admiral Hammercoat would take emergency actions to prevent any spiralling or further worsening of the situation. With these actions, he would move the capital city to the twin cities of Rino Imiskee Pyyn and Dakuh Duzma, promote Mossmello to both Mayor of Irithil and a noble, and he would amend the constitution, creating the role of Regent-Elect. The new position within the government would, for all intents and purposes, have the same powers and responsibilities as the King would otherwise have but, instead of a position that would be inherited for life, it would instead only last for a set amount of time after which a vote would be held.

The Icesteel Conundrum

Upon arriving in Alathra, Oak of Kuil Kosong began a settlement upon the continent of Moria, within the territorial claims of the Kingdom of North Moria. At first the two governments reached a deal wherein the Dutchy of Kuil Kosong would become a protectorate of the Kingdom of North Moira, not able to act against the Kingdom of North Moria politically in return for protection and the ceding of some land. Later in its history, Kuil Kosong would, along with Jotunstan and the Blackrose Isles, form the 3rd Icesteel Empire (now the Republic of Cusswein). After this reformation, leaders from both the government of the 3rd Icesteel Empire and the Kingdom of North Moria would meet to deliberate various possible alliances, land deals, and other such treaties, eventually settling upon the Treaty of Kuil Kosong within which the two nations would sign a pact of non-aggression and mutual defence and the Kingdom of North Moria would cede land to the 3rd Icesteel Empire.

The Secession of Wyvernia

Amongst growing disagreements with the governing bodies of the Kingdom of North Moria, the provincial governor of the region of Sunset Bay and mayor of the town bearing the same name, Stampy, decided to, along with the rest of the towns within the province, secede from the Kingdom of North Moria to form the Nation of Wyvernia. Although there were no preemptive talks to the Kingdom about this secession, relations have been amicable and non-retaliatory.

Government

The government of the Kingdom of North Moria is that of a constitutional thalassocratic dictatorship in such that it has a constitution, has a culture built strongly around its naval forces and attributes, and has a form of dictator who shares power with the rest of the governing bodies rather than having power over them.

There are four levels of the government of the Kingdom of North Moria: The Lord Admiral The Regent-Elect The House of Nobles The House of Commons

At any point, anyone in any of the governing bodies may propose a movement, a new law, an amendment to any previous acts, or any other form of legislative work. Once a piece of legislation has been proposed to the government, the respective bodies retreat within themselves for a 4 day period within which they discuss any possible changes and weigh the pros and cons of any act. After the period of four days, the bodies reconvene with each other to present their final leaning on the matter. Each group is given a percentage of the final vote, with the Lord Admiral, and House of Nobles each representing one vote and the House of Commons representing two votes. Once the final votes are tallied, the legislation either passes with a majority vote of 3/5 or it fails and is filed away.

The Lord Admiral

The position of Lord Admiral is held by the highest ranking naval officer within the nation. Currently, it is held by Brumur Hammercoat. Upon his death, it would be presented to the second highest ranking officer within the fleet, and so on. Once obtained, the position is one for life unless extraneous circumstances were to cause one to be disavowed from the nation. Also, given a unanimous vote of both the House of Nobles and the House of Commons as well as approval from the reigning Regent-Elect, the position of Lord Admiral can be stripped from the current holder.

The Regent-Elect

The Regent-Elect is a democratically voted position, with a term lasting 2 CAD months. Any resident of the nation (barring the Lord Admiral) may run for this position but must forfeit any other position they hold within either house during their term. The election is help over a period of 5 days and any citizen of the nation may vote within it. The Regent-Elect also controls the land armies of the Kingdom of North Moria as their grand general. Also, given a unanimous vote of both the House of Nobles and the House of Commons as well as approval from the reigning Lord Admiral, the position of Regent-Elect can be stripped from the current holder.

The House of Nobles

The House of Nobles is populated by the nobles of the Kingdom of North Moria. These figures are those who the Regent-Elect or Lord Admiral have decided are the most valuable assets to the nation's longevity and who have the nation's best interests in mind. Although not necessarily more powerful than any member of the House of Commons, the nobles tend to also act as personal advisors to the Lord Admiral and the Regent-Elect and the Regent-Elect tends to be elected from within the nobles. The position of a noble is appointed and held for life and can be given to anyone within the nation, although the most likely candidates are mayors, successful businessmen and wealthy individuals, and decorated or otherwise notable individuals from within the army or naval ranks.

The House of Commons

The House of Commons is made up of the rest of the population of the Kingdom of North Moria. Any citizen is eligible to join the House of Commons and partake in discussions and the voting that is held there, although it is not required of the citizens to do so. All members of the House of Commons hold equal status regardless of the social hierarchy and vote on all matters equally. Even if one votes within the House of Commons once, they are not required to remain there upon the next legislative vote and thus many opt to only vote on matters that pertain to them directly.
