The Valtaran Legal Code
The Valtaran Legal Code is a collection of laws implemented in Valtara after the Valtaran Civil War by Malakai as part of the reconstructions after the brutal war.
The legal code
Article 1 – Offices of Valtara
Section 1 – Designation of who must follow laws, and how they are administered and created within Valtaran soil and waters.
All persons who are within Valtaran soil or waters shall abide by these laws at all times, otherwise the respective punishment shall be enforced by the respective authorities designated in Sections 2 and 3. All towns and cities in Valtara must have a copy of these laws publicly and easily available within their borders. The creation of new laws must be approved by a majority vote between the reigning monarch, the Lord Architect, the Lord Admiral, The Lord Commander, and the Lord of Justice of Valtara. The Lord Architect has the sole power of creating building codes for Valtara, The Lord Admiral has the sole power of creating laws for the navy, marines, and waters of Valtara, The Lord Commander has the sole power of creating laws for the military, its army, its infrastructure of Valtara and the protection of all citizens of Valtara, and the Lord of Justice of Valtara has the sole power of creating codes for law enforcement, the judicial system and prison systems within Valtara. All other powers and responsibilities of these offices are designated within Sections 2 and 3.
Section 2- Designation of offices not relating to the judicial system, and their powers and succession.
There will be the office of Monarch with the responsibilities of governing the nation's money and political organization, though they are able to momentarily delegate this power if they are incapable of their responsibilities. The office of monarch shall be passed via absolute primogeniture. There will be the offices of Lord Architect, Lord Admiral and Lord Commander designated by the reigning monarch upon the resignation or death of the respective office. The position of Lord Architect gives whoever holds it the responsibility of overseeing the building, designing, and payment to workers of all structures within Valtara, they are also given the responsibility of giving permission to found new towns for Valtara, making building codes, approving construction projects, levying taxes against all violations of building codes, and designating the capital city of Valtara. The position of Lord Admiral gives whoever holds it the responsibility of creating ranks, giving out those ranks and creating codes of conduct and strategy for the Valtaran navy and marines; designing, managing, overseeing the building of, and paying all workers building all the ships registered in Valtara. They shall also have the responsibility of operating all the ships in the Valtaran fleet, giving permission of entry to foreign ships attempting to enter Valtaran ports. Within coastal cities and coastal towns other than the capital of Valtara they may designate a representative to carry out the duties of overseeing, and giving permission of entry to foreign ships to the port to which they have been assigned. (edited) The office of Lord Commander gives whoever holds it the responsibility of creating ranks, giving out those ranks and creating codes of conduct and strategy for the Valtaran Army and they shall also administer and oversee all military positions not located within Valtaran towns or cities. They shall also have the sole responsibility of domestic security within Valtara.
Section 3- Designation of offices relating to the judicial system and their powers and succession, and the judicial system itself.
The office of Lord of Justice of Valtara shall be designated, upon the death or resignation of the previous office-holder by the reigning monarch. The Lord of Justice of Valtara gives whoever holds it the responsibility of administering the prison system, the judicial system, the codes of conduct of any person within either of these systems, and is given to the sole power of writing and revising laws. They must also oversee all constructions relating to these systems such as prisons and courts. A judge must be appointed by the Lord of Justice of Valtara upon the completion of a court to this court. Within the court there must be a minecraft:nether_quartz item in an item frame on the judge's podium, a podium for the judge, a table for the prosecution and a table for the defence. For petty crimes the enforcement shall be executed by the victim. Small crimes shall be enforced and its outcome decided upon by a judge within a trial High crimes shall be enforced and its outcome decided upon by a judge and two members of the same town or city from which the defendant is from chosen at random by the judge. Article 2 – Administration and payment of money to the government
Section 1 – On farming
Any town may provide under an agreement with the monarch to give up to 25% of all production to the nation.
Section 2 – On war bonds
Any citizen of Valtara may pay to the nation a minimum of $500 during times of war which will be returned within a year after the war has ended.
Section 3 – On taxes
Taxes are OPTIONAL to each citizen with the exclusion of fines and must be paid in $100 increments.
Article 3 - Laws
Section 1 - Petty crimes
All debts must be paid within a reasonable timeframe: Payment of debt + $50 fine Emotional or physical harm defined as non-lethal attacks or attacks done without a weapon: $500 fine + 1 to 5 years in prison Making a bad joke: $75 fine Stalking is defined as harassing or persecuting (someone) with unwanted and obsessive attention:$100 fine + 20 day prison sentence Insulting a member of the nobility or not referring to the monarch by, King, Queen, His majesty, her majesty, or monarch: $250 fine + 1 year in prison. Tax evasion: Taxes evaded times 1.5 fine + 0.5 days in prison per $1 that is unpaid persuade a government official or member of the military to act in one's favour by a gift of money or other inducement:$1000 fine + 10 years in prison. Obtaining money, property, or something else of value by use of a threat: 5 years in prison. Possession of drugs other than alcohol: $50 fine Kidnapping: $1000 fine Escaping prison: Doubling of the prior prison sentence and repaying of all fines. Destruction of the "Loveshack": $6969 fine + death by drowning
Section 2 - Small crimes
Theft: Return of all things stolen and 5 days of prison per stack of items stolen Attempted Murder: $1000 fine + 5 years in prison Vandalism is defined as committing an action involving deliberate destruction of or damage to public or private property: $100 - $500 fine Identity theft of a government official or member of the military: $500 fine + 10 year prison sentence Unintentional killing of a citizen of Valtara that results from criminal negligence or recklessness: 20 year prison sentence + $2500 fine Unintentional killing of a non-citizen of Valtara that results from criminal negligence or recklessness: 5 year prison sentence + $250 fine Intentional killing of a non-citizen of Valtara in which the offender had no prior intent to kill, such as a killing that occurs in the "heat of passion." The circumstances leading to the killing must be the kind that would cause a reasonable person to become emotionally or mentally disturbed; otherwise, the killing may be charged as a first-degree or second-degree murder: 5 year prison sentence + $500 fine Arson that is not requested by the reigning monarch or the Lord Architect: 10 year prison sentence + $1000 fine
Section 3 - High crimes
Excessive theft of town or city resources: return of all things stolen + $100 fine per item stolen, if the theft was of money then instead of a $100 fine per item stolen it shall be 10 times the amount stolen, if there is theft of both money and items then they will have to pay a $100 fine per item stolen on top of a payment of 10 times of the money stolen. Intentional killing of a citizen of Valtara in which the offender had no prior intent to kill, such as a killing that occurs in the "heat of passion." The circumstances leading to the killing must be the kind that would cause a reasonable person to become emotionally or mentally disturbed; otherwise, the killing may be charged as a first-degree or second-degree murder: 25 year prison sentence + $5000 fine Intentional murder of a citizen of Valtara that lacks premeditation, is intended to only cause bodily harm, and demonstrates an extreme indifference to human life: 30 year prison sentence + $7500 fine The killing of a citizen of Valtara that is both willful and premeditated, meaning that it was committed after planning or "lying in wait" for the victim: 35 years in prison + $10000 fine Intentional murder of a non-citizen of Valtara that lacks premeditation, is intended to only cause bodily harm, and demonstrates an extreme indifference to human life: 7.5 year prison sentence + $750 fine The killing of a non-citizen of Valtara that is both willful and premeditated, meaning that it was committed after planning or "lying in wait" for the victim: 10 year prison sentence + $1000 fine Treason shall be defined as betraying Valtara by attempting to kill a member of royalty, attempting to overthrow the government, defecting from military duty, or informing other nations of Valtaran affairs without direct and explicit permission from the reigning monarch: Death by beheading + $10000 fine
Section 4 - Crimes determined by the situation
The enforcement of these crimes depend on the context of how they were committed.
Lying under oath, if this crime is committed within a courthouse then its punishment shall be the same as the crime that the trial during which it occurred and tried in the same fashion, if it occurs while speaking to the monarch then it shall be considered treason, all lying to the monarch will be considered lying under oath and treason. Blackmail: If committed against a member of royalty then it shall be considered a petty crime and its punishment shall be the same as treason, if done towards any citizen of Valtara who is not royalty then it shall be considered a high crime and its punishment shall be a $1000 fine and 20 years in prison, if done against anyone else then there is no punishment.
